After the fall of Tokugawa era, Matsukata Masayoshi helped to maintain orders in Nagasaki.
In 1868, Matsukata was appointed governor of Hita Prefecture
In 1870, his great ability as a governor was recognized by the emperor of Japan, and was summoned to Tokyo to be the Prime Minister of Japan.
Primary Financial Accomplishment
Established the Land Tax:
Taxpayers shall pay their taxes with money instead of rice.
Taxes are now calculated based on the price of estates, not the amount of the agricultural product produced in the estates.
Tax rates are fixed at 3% of the value of estates and an estate holder is now mandatory for paying those taxes.
